The Tutorials provided here are created using Adobe Photoshop CS4 and CS3.

What is the LATEST Version of Adobe Photoshop?

The latest version of the program is currently Adobe Photoshop CS4.

It's Adobe Photoshop.

The program you need is Adobe Photoshop. You do not need the other programs which are in the Photoshop FAMILY. 
This means that you won't be able to do anything with Photoshop Lightroom.
You need Adobe Photoshop. Or Adobe Photoshop Elements 7.0 (nothing older than 7.0)

Get to the point damn it, what Version do I need to follow these Tutorials?

Okay, we've kept you in suspense long enough. 

Although in theory you should be able to use any Version of Adobe Photoshop to create these Tutorials, it's not guaranteed you'll be able to create them in very old versions.
This is why we recommend that you use Adobe Photoshop CS or later (CS2, CS3, CS4) to create these Tutorials.
Adobe Photoshop Elements 7.0
will most probably enable you to follow the Tutorials, too.

Well good luck my friend, websites are now offering more and more advanced Tutorials each day of the calendar. If you really want/need to design something and want to be 'with the flow' then the latest Versions of Adobe Photoshop are needed. 

After all, if you're even on Photoshop Tutorial websites, it's obviously because you're interested in re-creating what these websites are offering. Times have changed, there's been evolution and Photoshop evolved too. You won't find anymore Tutorials worthy of this name today that do not require a 'newer' Version. Actually maybe you can dig up some Web 1.0 websites from 1995 who have been hosting cheesy Tutorials since then, without an update since 1997! Yeah then maybe you'll be able to use your Adobe Photoshop 3.0! Go on son!
